The Education Centre for Chief Digital Transformation Officers of the Russian Presidential Academy of National Economy and Public Administration, RANEPA released the Ethics and the Digital: Ethical Issues of Digital Technologies report.
“The purpose of the report is to outline the key problems for society and public administration associated with the development of digital technologies, as well as the existing approaches to their solution. We talk about the main ethical challenges: these are issues related to personal data and development of artificial intelligence technologies” said Maria Shklyaruk, Academic Director of The Education Centre for Chief Digital Transformation Officers, who was the moderator of the discussion on the ethics of digitalization.
Our team's expert Alexander Gusev is a co-author of this report. He contributed to the development of a section on the ethics of digital healthcare.
Commenting on this work, Alexander noted: “One of the most pressing issues is finding a balance between restrictions in terms of protecting the interests of the patient and creating conditions for the accelerated development of entrepreneurship and technology. This is a purely ethical issue and of course, it requires a broad discussion in the search for an optimal solution."
The report was presented at the Gaidar Forum as part of the Ethical problems of the use of digital technologies: how to find a solution? discussion, Which took place on January 15, 2020.
The participants in the discussion spoke about various aspects of technological development that pose a wide range of technical, legal and philosophical questions to the developers of digital services, the state and citizens.
